The PBC list lives in four places: the engagement letter, a shared sheet, the senior's notebook and the client's inbox. Each is slightly different, and the one that matters on the day is whichever the client last replied to.
It is that nothing counts the days. An item is requested on 3 April, mentioned again on the 12th, and on the 21st the manager is asked why the file is not ready and has no honest way to show it was the client.
